DILG lauds 1,204 LGUs that completed 1st tranche of SAP distribution a day before the May 10 deadline

A day before the May 10 deadline, the Department of the Interior and Local Government (DILG) commended the 1,204 local government units (LGUs) nationwide that have completed the distribution of the first tranche of the emergency cash subsidy under the Social Amelioration Program (SAP) amid the coronavirus disease 2019 (COVID-19) pandemic and quarantine measures in localities.

DILG Secretary Eduardo M. Año said that this translates to 85.49% national payout rate as of 9 pm on May 8.

Leading the pack is CARAGA region with 100% payout rate followed by the Bicol Region with 99.79% rate and the Cordillera Administrative Region (CAR) at 93.92%.

Ilocos Region registers a 91.12% payout rate followed by the Central Luzon with 90.92% performance; MIMAROPA at 89.85%; Cagayan Valley at 89.12%; SOCCSKSARGEN at 87.92%; Western Visayas at 87.55%; Northern Mindanao at 86.56%; Zamboanga Peninsula at 84.59%; Eastern Visayas at 81.92%; CALABARZON at 79.61%; National Capital Region (NCR) at 75.39%; Central Visayas at 71.67%; and Davao Region at 57.87%.

“Ang SAP ay galing sa bayan na ibinabalik sa taumbayan. The national and local governments are only facilitators of proper disbursement and distribution to the poorest of the poor to help mitigate the socioeconomic impact of COVID-19,” he said Saturday.

“SAP, for me, should also mean ‘Sapat na Ayuda para sa mga maralitang Pilipino’ and the DILG reiterates its directive to all who have not yet completed to do so before the deadline tomorrow. Kailangang maagap at matino sa pangangasiwa ng SAP,” he said.

Of the 1,204 LGUs that have completed the payout, 124 are in CALABARZON, 128 are in Western Visayas, and 119 in Eastern Visayas.

Bicol Region’s 110 LGUs completed the first round of SAP payout; Ilocos Region had 88 LGUs; Central Visayas with 84; Central Luzon with 77; CARAGA and Northern Mindanao both with 73 each; Zamboanga Peninsula with 70; CAR and MIMAROPA with 69 each; Cagayan Valley with 56; SOCCSKSARGEN with 38; and Davao Region with 26. No NCR LGUs have yet to complete distributing the first tranche as of yesterday.

“Best practices of LGUs should be shared and replicated as the SAP’s second tranche is anticipated by the public this month. Lalo pa nating paigtingin ang bayanihan so that our nation can truly heal as one,” Año said.

According to the Department of Social Welfare and Development (DSWD), the second wave of SAP subsidies may be released on or before May 20 to LGUs that have submitted “complete” liquidation reports on the first phase implementation of the cash aid. The DSWD will conduct validation to ensure that recipients of the first tranche are eligible and there are no cases of duplication.

“Ifoforward ng DSWD sa DILG ang mga reklamo laban sa LGUs kaugnay sa SAP. Titiyakin ng Kagawaran na mananagot ang dapat managot,” the DILG Secretary warned.

President Rodrigo Duterte earlier offered P30,000 cash rewards to those who report corrupt local officials allegedly stealing from the SAP beneficiaries.

95% posting of beneficiaries

According to DILG Spokesperson and Undersecretary Jonathan E. Malaya, CARAGA, CAR, and Northern Mindanao have a 100% compliance in terms of posting of beneficiaries in the barangay hall as of 9 pm of May 8. The DSWD has also started posting the beneficiaries in its website.

It is followed by SOCCSKSARGEN with 99.92% of its barangays following the transparency measure; followed by Ilocos Region with 99.51%; Eastern Visayas with 99.36%; Cagayan Valley with 98.36%; Bicol Region with 98.11%; MIMAROPA with 97.40%; Zamboanga Peninsula with 97.22%; Central Visayas with 95.30%; Western Visayas with 91.19%; CALABARZON with 87.78%; Central Luzon with 87.30%; and NCR with 75.62%.

“The role of LGUs in SAP is to be Swift, Accountable, and Participative in a sense that people themselves can participate and be informed of how each penny of the billion peso SAP fund was utilized,” Malaya said.

The encoded list of SAP beneficiaries is part of the LGUs’ liquidation requirements to be submitted within 15 days after the completion of the distribution of the first tranche of SAP in order to get the second tranche.
