CALAMBA CITY, Laguna —The Department of the Interior and Local Government Region IV-A once again gears in producing full-fledged agents of good governance as the 51st Batch Training for Local Government Operations Officers starts.

In preparation for the said training, the DILG IV-A through the Local Government Capability Development Division (LGCDD) spearheaded the General Orientation Program—the first component of the training, held from May 15 to 19, 2017 at the Local Governance Resource Center (LGRC) Hall.

At least 11 LGOO II from the regional and provincial offices joined by two LGOO II from the Bureau of Local Government Supervision (BLGS) underwent the said orientation program.

The orientation program is designed to make the LGOOs responsive not only to the requirements of the individual in terms of knowledge, attitudes, skills and values but also to the requirement of the organization: the DILG and its clients, the Local Government Units (LGUs).

Key personnel from the DILG IV-A regional, provincial, and field offices were tapped to serve as resource facilitators for the General Orientation. These include LGCCD Chief Eloisa G. Rozul; DILG Laguna Provincial Director Darrell I. Dizon, CESO V; Lucena City Director Ray B. Caceres, CESE; Cluster Head Marcial A. Juangco; and MLGOO Jared S. Baldameca.

Seasoned LGOOs and other key personnel joining the pool of resource facilitators were LGOO V Jay-ar T. Beltran; LGOO V Kermith Gilbert Fadri; LGOO V Robinson G. Maac; Human Resource and Management Officer  Maria Concepcion A. Gonzales; Budget Officer Caridad C. Miralles, General Services Section Chief Adelaida Dalangin; and Roschelle D. Vallesteros from the Accounting Department.

Dr. Evelie P. Serrano, Assistant Professor from the University of the Philippines-Los Baños College of Public Affairs and Development was also invited to share her expertise in Technical Writing.

During the orientation program, trainees were equipped with the basic knowledge and skills on the different aspects of local governance as contained in the required training modules—DILG and Its Role in Local Governance; The Philippine Local Government Systems and Salient Features of the Local Government Code and Public Accountability and Fiscal Matters.

Federalism and the Association of South East Asian Nations (ASEAN) were also discussed during the orientation program.

To ensure optimum learning of the trainees, the facilitators used different teaching approaches ranging from lectures, interactive discussions, workshops, and examinations. The LGCDD also introduced the mentoring program wherein each trainee was given with a personal counselor who will serve as a guide and coach throughout the LGOO Training Process—from the General Orientation Program to the last phase of the assessment.
